6月2-4日，大连海事大学法学院Proshanto K. Mukherjee（中文名：穆科技）教授受邀参加了土耳其两所大学联合举办的“海商法和保险法国际研讨会”（International Symposium on Maritime and Insurance Law）。该研讨会由土耳其马尔马拉大学法学院海商法系负责人Pinar Akan教授发起，以国际海商法为主题，每两年举办一次。穆科技教授参加了过去12年中该系列研讨会的全部会议，或担任发言嘉宾或担任小组主持人。本年度的研讨会由土耳其安卡拉大学国家海洋和海商法中心(Ankara University National Center for the Sea and Maritime Law)以及土耳其马尔马拉大学法学院海商法系（Marmara University Faculty of Law Maritime Law Department）联合举办，采用线上方式，为期三天，主要议题为“海商法和保险法前沿问题”。来自土耳其、意大利、英国、美国、瑞典、比利时、马耳他、西班牙等国的三十多位专家学者对当前热点学术问题进行了交流和探讨。

本次研讨会上与会学者讨论的内容包括商船武装保安、海事声明的司法化、活动物运输、海洋污染及行政处罚、英国法院的止诉禁令、无人船的航行权和配员、《海牙规则》和《海牙——维斯比规则》下的抗辩、大型集装箱船对海难救助和共同海损制度的影响、滞期费的演进、海上集装箱货物运输中提货单的功能、英国脱欧后欧盟的MAT保险、渔业强制保险、限硫令的保险范围、与船东互保协会（P&I Club）有关的争议解决和海事担保等问题。

穆科技教授在6月4日的会议上发表了题为“海上保险中全损与部分损失的法律含义”（Legal Implications of Total and Partial Losses in Marine Insurance）的发言。他在介绍了海上保险法的发展历程后，陈述了海上保险法的基本原则，重点阐述了代位权制度、实际全损和推定全损以及委付制度，并用图示对比了部分损失和全部损失的相关制度安排。来自世界海事大学的George Theocharidis教授和比利时根特大学的Kristiaan Bernauw教授与穆科技教授就此问题进行了深入交流。

An International Maritime Law Symposium organized by Professor (Dr.) Pinar Akan is hosted by Marmara University in Turkey every two years. Professor Proshanto K. Mukherjee of DMU has been a speaker or Session Moderator at these Symposia for the past 12 years. This year, a special three-day International Symposium on the theme Current Issues in Maritime and Insurance Law was held online hosted jointly by Ankara University National Centre for the Sea and Maritime Law (DEHUKAM) and Marmara University Faculty of Law. Professor (Dr.) Pinar Akan, Chair of the Department of Maritime Law at Marmara University was the Moderator on Day 3 (June 4, 2021), at which Professor Mukherjee as the first speaker of the day spoke on the topic “Legal Implications of Total and Partial Losses in the Law of Marine Insurance”. Professor Mukherjee is also a Member of the Scientific Committee of the Symposium.
