Volker Roeben教授，布鲁日欧洲学院（1993）和加州大学伯克利分校（1994）法学硕士，德国基尔大学法学博士（1998），海德堡大学法学博士后（2006）。曾担任海德堡马克斯-普朗克比较公法和国际法研究所高级研究员（1996-2007）、英国斯旺西大学法学院国际公法教授（2007-2017年），现为英国邓迪大学社会科学学院能源、石油和矿产法律和政策中心能源法和全球监管教授、《全球能源法律和政策》(哈特出版物系列)总编辑。
