DMU-SWANSEA International Week Ends Successfully
应法学院邀请，英国斯旺西大学法学院院长Elwen Evans 教授、航运及贸易法系主任Baris Soyer 教授、副主任Tabetha Kurtz-Shefford博士于11月25日至30日访问我校，参加两校间的国际周系列活动。
At the invitation of the DMU Law School, Professor Elwen Evans, Dean of the School of Law of Swansea University, Professor Baris Soyer, Director of Shipping and Trade Law, and Dr. Tabetha Kurtz-Shefford, Deputy Director of Shipping and Trade LLM Programme, visited DMU from 25 to 30 November for series of events in the DMU-SWANSEA International Week.
11月25日晚，Elwen Evans 教授身着全套英国御用大律师袍为法学院师生介绍了英国诉讼律师的学习和执业经历，Baris Soyer 教授介绍了斯旺西大学法学院的研究专长以及两校间持续十余年之久的联合培养项目情况。
On the evening of November 25, Professor Elwen Evans, wearing a full set of Queen's Counsel's robes, introduced the study and practice experience of British litigation lawyers to the teachers and students of the Law School, and Professor Baris Soyer introduced the research expertise of Swansea University Law School and the joint training programs between the two schools lasting for more than ten years.
11月26日上午，孙玉清校长、赵友涛副校长分别会见了斯旺西大学的来访客人。孙玉清校长回顾了双方的合作历程，表示大连海事大学对两校间即将开展的中外合作办学事宜将给予全力支持，并期待两校在全球法律人才培养方面有更深层更多元的合作。赵友涛副校长在介绍学校的整体国际合作情况后强调了“国际海事规则与海法创新”这一研究方向在学校双一流建设推进中的关键作用，他期待两校法学院优势学科的强强联合。随后，双方就具体的工作进行了详细的讨论，双方确认了未来两年的工作日程和目标。斯旺西大学法学院向我校法学院赠送了最新的法律图书，我校也向客人回赠了礼物。
On the morning of November 26, Prof. Sun Yuqing, President of DMU, and Prof. Zhao Youtao, Vice-President of DMU, greeted visitors from Swansea University separately. By reviewing the course of cooperation between the two universities, Prof. Sun Yuqing said that Dalian Maritime University would give full support to the forthcoming Chinese-Foreign Collaboratively Run Programme between two sides, and looked forward to deeper and more diversified cooperation in training legal talents globally. After introducing the overall international cooperation of the university, Prof. Zhao Youtao emphasized the key role of the research direction of "International Maritime Rules and Maritime Law Innovation" in promoting the Double Top-Class construction at DMU, and he looked forward to the strong combination of the advantageous disciplines of the two law schools. Detailed discussions on establishing the Chinese-Foreign Collaboratively Run Programme were held subsequently. Both sides confirmed their working schedules and goals for the next two years. Gifts were presented and exchanged between two law schools.
在11月26 日下午举行的“刑事司法前沿问题工作坊”和“海商法前沿问题工作坊”研讨活动中，Elwen Evans 教授针对陪审团的审判对证据制度的影响、设置非全职治安法官的历史和现实原因、英美两国证人保护制度的异同及缘由、法院是否允许证人以社交媒体的方式作证等问题进行了详细的解答，并结合与英国脱欧决议相关的英国最高法院的判决，对行政机关运用授权立法进行刑事处罚是否违法的问题，进行了详细的解读。Baris Soyer教授则应法学院师生的要求，就英国脱欧对英国法尤其是英国海事法律的影响、英国的对物诉讼制度、海洋环境公益诉讼制度、计算机网络袭击能否适用保险免责条款、再保险的发展近况等五个方面的问题，介绍了英国法的最新发展。
At the “Workshop on Criminal Justice Issues” and “Workshop on Maritime Law Issues” held concurrently on the afternoon of November 26, Professor Elwen Evans gave detailed answered to questions including the impact of jury trial on the evidence system, the historical and practical reasons for the establishment of part-time magistrates, the similarities and differences between witness protection systems in Britain and the United States, and whether the court allowed witnesses to testify by means of social media. Combining with the decision of the Supreme Court of the United Kingdom related to the Brexit resolution, she interpreted in detail whether it is illegal for the administrative organs to use authorized legislation to impose criminal penalties. At the request of the faculty and students of the Law School, Professor Baris Soyer introduced the latest development of British law, especially the impact of Britain's brexit on British maritime law, the British litigation system in rem, the marine environment public interest litigation system, whether the insurance exemption clause can be applied to computer network attacks, and the recent development of reinsurance.
此外，斯旺西大学法学院的Tabetha Kurtz-Shefford博士于27日起在法学院讲授”Law of Obligation”（债法）课程，受到师生们的欢迎。
In addition, Dr. Tabetha Kurtz-Shefford of School of Law of Swansea University taught the “Law of Obligation” course at DMU since 27 June, and has drawn enthusiastic response in students and faculty.
英国斯旺西大学始建于1920年，其法学院在全英法学院系中的学术影响力排名为第18位。我校自2008年起正式与斯旺西大学开展了包括“3+1+1”、“1+1+1”和博士联合培养等项目在内的多种合作形式。截止2019年9月，法学院共计163名本科学生、8名硕士研究生、2名博士研究生赴英参加项目学习，共有8名法学院教师前往斯旺西大学进行过访学研究。2017年12月，我校曾举行纪念两校间开展国际合作十周年的庆祝活动。此次的国际周活动，对于促进两校间的进一步交流与合作具有重要的意义。
Swansea University was founded in 1920, and its School of Law ranks 18th in all the law departments of the United Kingdom by research impacts. Since 2008, Swansea University and DMU have formally carried out a variety of cooperation programmes, including "3+1+1", "1+1+1" and doctoral joint training programmes. As of September 2019, a total of 163 undergraduate students, 8 postgraduate students and 2 doctoral students from DMU Law School have participated in the Swansea programmes, and a total of 8 DMU law faculty members have visited Swansea University for academic research. In December 2017, DMU held celebrations to commemorate the 10th anniversary of international cooperation between the two schools. This International Week is of great significance to promote further exchanges and cooperation between the two schools.
