Xu Chengrong, male, incumbent deputy party secretary of Ningbo Maritime Safety Administration and discipline inspection team leader, graduated from our school in 1986. When working on water traffic safety supervision law, Xu improved water traffic safety supervision administrative licensing norms, carried out research on administrative justifiability of Maritime accident investigation report, and also research on conditions, procedures and cost of mandatory ship salvage in the aspect of judicial execution. These works made great contribution to promoting the implementation of ruling by law. When Xu engaged in administrative work, he promoted the research and practice of legal operation and management mechanism for maritime. He also worked on the reform of Marine supervision mode of Zhejiang marine system in aspects of set setting, permission defining, power distribution, management mechanism, work-flow and impact assessment, improving integration of resources utilization efficiency and effects of maritime regulations. Xu carried out the research on the optimization of maritime internal management under the e-government development. Correspondingly, he organized the development and application of OA system and maritime regulatory information system. In June 2012, Xu was appointed member of Expert Committee of China Marine (Development Strategy Sub-Committee).
