On the morning of June 17, 2019, the opening ceremony of "Dalian Maritime University - Hong Kong and Macao Universities Summer Program" was held in the International Conference Hall of the Administration Building of DMU. Professor Liu Zhengjiang, Vice President of DMU, Professor Chu Beiping, Dean of Law School of DMU, Ms. Zhang Dongyan, from the Hong Kong, Macao and Taiwan Affairs Office of DMU, Mr. Yi Yang, partner of Liaoning Bo Ning Law Firm, and those from the University of Hong Kong, City University of Hong Kong, Hong Kong Polytechnic University and the University of Macau as well as student volunteers from DMU attended the opening ceremony. The ceremony was presided over by Ms. Yu Shihui, assistant dean of the Law School of DMU, who is the organizer of the program.

In his speech, President Liu introduced the contributions made by DMU in cultivating shipping professionals and maritime legal talents and revitalizing the development of the national shipping industry, and introduced the support given by the Ministry of Transport to promote the construction of DMU as a world-class maritime university in combination with the background of the double-first-class construction of mainland universities. It is pointed out that DMU will take the opportunity of the summer program to further strengthen exchanges and cooperation with universities in Hong Kong and Macao and make more contributions to the common development of the three places!

The teacher-student exchange program between mainland China and Hong Kong and Macao universities organized by DMU originated from the cooperation and exchange between DMU and Hong Kong University with the support of the Hong Kong Special Administrative Region Government since 2008. In 2013, the program was included in the first batch of projects funded by the Ministry of Education. At the end of 2017, based on the accumulated experience of successful summer programs over the years, the Ministry of Education approved the extension of the scope of participants in the summer program of DMU to universities in Macao. Up to now, the participants of the summer program in maritime studies of Dalian Maritime University - Hong Kong and Macao Universities have covered six famous universities in Hong Kong and Macao, including the University of Hong Kong, the City University of Hong Kong, the Hong Kong Polytechnic University, the Chinese University of Hong Kong, the University of Macao and the Macao University of Science and Technology.
