Introduction
Yan Tieyi, graduated from Dalian Maritime University, majoring in administrative of ship with a bachelor of engineering and has stayed at school as a teacher since July,1992. Laterly, he graduated from the same school on international law(maritime litigation and arbitration) with a master of law. Then he went to study in Korean ocean university, majored in marine administrative law on a government scholarship in 2006 and obtained doctor of law in 2009. He was awarded lecture in 1997, vice professor in 2002 and tutors of masters in 2003.

Honors and awards
- His paper, my view on division of administrative legal department under Chinese law system was awarded 1st prize in Liaoning society of constitution law on 19th, Oct,2001,which was recorded in RDFY no.1, 2002.
- His paper, problems and solutions of liaoning marine environment and resources legislationand liaoning marine administrative law from 2000 to 2010were awarded 2nd and 3rd prize in the 5th BBS of law in the circum-Bohai sea area (26th,Oct,2010).
